피스모모는 9월 1일부터 9월 5일, 스위스 제네바에서제 2차 유엔 치명적 자율무기체계(LAWS: Lethal Autonomous Weapons Systems) 정부전문가그룹(GGE) 회의에 참여했습니다. 안토니오 구테흐스 사무총장이 2026년까지 인간의 통제 없이 작동해 국제인도법을 위반할 가능성이 있는 자율무기를 금지하고, 나머지 형태의 자율무기들도 규제하는 법적 장치를 마련할 것을 제안한 가운데 열린 회의였는데요. 전 세계적으로 인공지능을 기반으로하는 치명적 무기 체계의 배치가 증가하며, 한국산 무기 수출도 그 중 일부를 차지하고 있는 지금, 치명적 자율무기체계가 야기할 수 있는 위험성에 대한 인식을 높이고, 이러한 기술이 모두의 평화와 안전에 기여할 수 있는 방향으로 발전하도록 환경을 조성하는 것이 시급합니다.이에 2025년 11월 26일, 국제조약 논의 초기부터 참여해온 국제인도법 전문가들을 초청하여, 현재 상황에 대한 이해를 공유하고 우리가 함께 모색할 수 있는 대응 방안을 논의하는 온라인 세미나를 개최하였습니다.온라인 세미나의 발제자이자, 2016년부터 유엔 자율살상무기체계(LAWS) 정부전문가그룹(GGE)의 기초위원회와 회의에서 학술 법률 전문가로 참여해 온 오즐렘 울겐 교수의 발제문을 한국어와 영어로 공유드립니다.PEACEMOMO participated in the 2nd session of the UN Group of Governmental Experts (GGE) on Lethal Autonomous Weapons Systems (LAWS), held in Geneva, Switzerland, from September 1 to 5. The meeting took place amid United Nations Secretary-General António Guterres’s proposal to establish, by 2026, a legally binding instrument that would prohibit autonomous weapons systems capable of operating without human control and likely to violate international humanitarian law, while regulating other forms of autonomous weapons.As the deployment of AI-based lethal weapon systems continues to expand globally—including those developed and exported by South Korea—it has become urgent to raise public awareness of the potential risks such systems pose, and to foster an environment in which technological development contributes to the peace and safety of all.In response, PEACEMOMO hosted an online seminar on November 26, 2025, inviting international humanitarian law experts who have been engaged in the treaty discussions from their early stages. The seminar provided an opportunity to share insights into the current situation and to explore possible avenues for collective action.We are pleased to share the presentation materials, in both Korean and English, prepared by Professor Özlem Ulgen, who has participated as an academic legal expert in the preparatory committees and meetings of the UN GGE on LAWS since 2016. 한국어 발제문 / English +오즐렘 울겐 (Özlem Ulgen, 영국 노팅엄대학교 법학과 부교수)오즐렘 울겐은 인공지능(AI)과 로보틱스의 법·윤리·규제, 무기사용법 및 국제인도법, 국제공법을 전문으로 하는 법학과 부교수다. 전쟁 윤리, 칸트 철학과 인간 존엄성, 자율무기체계의 법과 윤리에 관한 저술로 잘 알려져 있다. 또한 케임브리지 대학교, 버밍엄 시티대학교, 셰필드 대학교 등에서 재직했으며, 영국 국방부, 네덜란드 외무부, 아써 연구소 등 주요 국제 학술·정부 기관에서 자문과 강연을 하고 있다. Ozlem Ulgen is Associate Professor in Law at the University of Nottingham, United Kingdom. She specialises in the law and ethics of AI and robotics in the military and civilian sectors, and since 2016 has been academic legal expert to the drafting committees and meetings of the UN Group of Governmental Experts on Lethal Autonomous Weapons Systems. She has been involved in international law-making and standard-setting for the UN, UNESCO, and IEEE, and has provided expert evidence to the House of Lords Select Committee on Artificial Intelligence in Weapon Systems, and the House of Lords Select Committee on Artificial Intelligence. She is developing a cosmopolitan theory that combines law and moral philosophy to govern autonomous weapon systems, and is interested in attribution of legal responsibility, and the application of Kantian ethics and human dignity to AI and robotics.
